Jose Vicente is a lawyer from the Universidad Externado de Colombia (Bogota, D.C.), with a Master Degree (LLM) in Maritime Law from the University of Cardiff (Wales, United Kingdom). He has thirty years of experience as a consultant lawyer and litigator in matters related to Maritime Law, Commercial Law, Aeronautical Law, Transport Law, Insurance Law, Port Law and Mining Law. Arbitrator for the Arbitration Centers of the Chambers of Commerce of Bogotá (List A), Barranquilla, Santa Marta, Cartagena, Medellín, Cali and Panama.
Jose Vicente is author of the books “La Jurisdicción Marítima en Colombia” (2002), “El Contrato de Transporte Marítimo de Mercancías bajo Conocimiento de Embarque” (2007), “Contratos de Transporte” (2009), “Convenios Internacionales Marítimos” (2022), Editor of “Estudios de Derecho Marítimo - Book in Tribute to the Memory of Mr. Jose Luis Goñi Etchevers” (2022) and of several articles on maritime and transport law.
Jose Vicente is a Titulary Member and Vice-President for Colombia of the Ibero- American Institute of Maritime Law (IIDM) and Titulary Member of the Comité Maritime International (CMI). He is also Visiting Professor at the University of Miami- Miami Law School (LLM in Admiralty Law).
Jose Vicente began his professional career at Arthur Andersen & Co. He later became Head of the International Pricing Division of the Colombian Institute of Foreign Trade. After completing his LLM in Maritime Law, he became an advisor to the Presidential Council for the Modernization of the State, where he worked on the restructuring of the Ministry of Public Works for its transformation into the Ministry of Transport; he then became General Secretary of the Civil Aeronautical Board. For two and a half years he was an associate lawyer at the law firm Araújo Ibarra & Asociados, from where he retired to stablish the practice of Guzmán Escobar & Asociados – GE&A.
