Angélica Herrera V.

Abogada de la Universidad Libre de Pereira (2007), con Especialización en Derecho Administrativo y en Gobierno y Gestión Pública Territoriales de la Pontificia Universidad Javeriana. Magister con Énfasis en Recursos Naturales en la Universidad Externado de Colombia. 

Experiencia específica de más de 17 años en asesoría y consultoría legal relacionada con infraestructura portuaria – contratos de concesión y autorizaciones administrativas – servicios de transporte marítimo multimodal, en procesos arbitrales y judiciales en derecho administrativo, público y de contratación estatal, así como en la formulación e implementación de políticas públicas en proyectos para el sector de infraestructura, transporte y logística.

Angelica began her professional career as a judicial assistant at the Consejo de Estado. Subsequently, she joined the law firm Pinilla González Prieto (PGP) and two years later (2013), she joined Guzmán Escobar & Asociados – GE&A, where she is currently a Partner in charge of the Port, Administrative and Environmental Law practices. 

Angélica was part of the consulting team of the Financiera de Desarrollo Nacional (FDN) in the formulation of proposals for the modernization of logistics and transport legislation as part of the Intermodal Transport Master Plan (PMTI) in 2016. She also participated in the diagnosis and recommendations for the modernization of Colombia’s maritime legislation (2016), as a consultant to the Dirección General Marítima - DIMAR. She has participated in pre-feasibility and feasibility studies for the creation of logistics platforms in Colombia. Recently, she was coordinator of the consultancy for the diagnosis and creation of the Regional Mobility Agency for the Financiera de Desarrollo Nacional - FDN, as well as for the consultancy for the modernization and updating of the Colombian Port Regime for the Ministry of Transport. 

Valentina is Titulary Member of the Ibero-American Institute of Maritime Law – IIDM.

Angelica is a lawyer from the Universidad Libre de Pereira (2007), with a Postgraduate Degree in Administrative Law and Territorial Government and Public Managment from the Pontificia Universidad Javeriana. Angelica has a Master's Degree with an emphasis in Natural Resources from the Universidad Externado de Colombia. 

Angelica has more than 17 years' of specific experience in advising on port infrastructure - concession contracts and administrative authorizations - multimodal maritime transport services, in arbitration and litigation in administrative and public procurement law, as well as in the formulation and implementation of public policies in projects for the infrastructure, transport and logistics sector.
